Getting to the lake prior to sunrise is a worthwhile endeavor as there are fish all over the dock lights. These can be the submerged lights or above the water lights. The fish are loaded up on them and they are easy to catch. They will respond to jigs, flukes or jerkbaits, as well as a live Herring.
I prefer the jig because it casts well if it is windy. You can also fish it on a fast retrieve and still stay subsurface, or you can let it sink as deep as needed after the fish begin to disperse. This is an important point as usually the fish will begin to pack up and leave after you get a couple hooked up.
When that occurs, drop the jig down deep, maybe even to the bottom and you may get an extra bonus bite. When the fish disappear, leave them alone and they will usually return in 30 to 45 minutes, ready to bite again.
